For #27, do we make up points to figure out the slope, such as -0.5 and 0.25?

For your question, I have a question... where do all of the ordered pairs "live" that have a y-coordinate value = 4? Graph 'em!
If that doesn't help, try viewing the last of the video tutors in mathchamber algebra section 5-1.
If that doesn't help, re-read the text book pages in section 5-1.
If that doesn't help, we'll see you in class tomorrow!

For #27, yup, estimate as best you can. If I gave you that problem on a test, I would highlight at least two distinct points on the line for you.
